If it's a new drive, it will have no partitions. You'd have to make at least one for C during the installation. More if you choose to. Look for "drive options, advanced" or words to that effect.
Windows developer preview is already out. Windows consumer preview comes out Feb 29
It is different than win 7. I am running it but it takes some getting used to.

If you install to a HD with an OS already on it, when you boot the Win7 Upgrade version installer it will see an OS to allow use of Upgrade version key during install..
If you install to a blank or wiped HD, you'll need to Skip inserting the key during install then afterwards do the quick registry edit given here to activate Upgrade version on clean HD: Clean Install with a Upgrade Windows 7 Version
