.NET error "clr error 0x80004005"

I know there are a ton of forums like this but i can't get this to work. When i try to run terraria i get "clr error 0x80004005" I tries unistalling .Net but couldn't reinstall it. I got "fatal error" from the .Net installer. Later my computer installed .Net itself as an "update". I still get clr error 0x80004005. How do I fix that?

Is terraria a Steam game? If so asking in a Steam support forum may help you find a fix for this. I found one for Terraria here: Terraria - Steam Users' Forums
