Hello Josh, welcome to Sevenforums!

First, you might try this startup loop recovery. It may help you at least recover from the loop. Here it is: Startup Repair Infinite Loop Recovery created by Dzomlija

After that, if you want to clear your HDD and proceed to a clean install, use these in order:
SSD / HDD : Optimize for Windows Reinstallation created by Bare Foot Kid
Clean Install Windows 7 created by Brink

Make sure you've read all warnings and notes in each tutorial as it may have important info you will need.

Josh:

Do you have a valid Windows 7 installation disc?

Is there anything currently on your hard drive that you care about saving---programs, personal files, anything like that? Or do you want to wipe everything out and start with a fresh installation of Windows 7 and nothing else?
