Try running the more stable Recovery partition following these steps: Dell Restoring Your Computer´s Software to the Factory Settings

Do you have the Dell Reinstallation DVD? It should not ask for password if you correctly boot it to Clean Reinstall - Factory OEM Windows 7.

Actually this computer was purchased march 2011. I just created a set of recovery disk 3 days ago after windows defender found a Mal-ware.. after every attempt of recovery it said that recovery was successful but when i start the initial setup like ( when you buy a brand new computer) on the final step it will load the user and password lines but with out any picture or account name,
Tonight I am trying with ew steps that I found here on this forums Like going on command prompt and play with the Diskpart...

Thank's every one on this forums for all the information ... I will let you know if any luck..

What about running Factory Recovery from its partition? Why did you just ignore that advice which is your best option now before Clean Reinstalling or ordering Recovery disks.

that does not work either, I try all the options after F8 with the repair disc, options ON CHOOSE A RECOVERY TOOL are:

    • STARTUP REPAIR.. DID NOT REPAIR ISSUE

    • SYSTEM RESTORE.... DID NO WORK

    • SYSTEM IMAGE RECOVERY.. DOES NOT LOAD

    • WINDOWS MEMORY DIAGNOSTICS... DOES NOT FIND PROBLEMS

    • COMMAND PROMPT... ( the command completed with one or more errors) some commands like net user

    • Dell DATA SAFE RESTORE.... It will find partition and and back up image created on march 2011 But results are the same. after preparing for initial set up, Windows will load but nothing will happen because it keeps asking for user name and password

What happens using DataSafe Restore if you click Next without inputting a password? THis is how it is normally handled if you never set up a password.

Try running from the menu above first as the onboard Recovery is more stable, then use the Disks if necessary as back up.

Are you still within the one-year Tech Support and full parts warranty from Dell? If so call or chat them now to get it recovered to your satisfaction before the Support expires, or extend it. They may send you a disk.

If not you can clean reinstall using the Product Key on COA sticker, which is a superior install anyway: Clean Reinstall - Factory OEM Windows 7

I would test if Hardware Diagnostics will run from boot to decide whether to save that small OEM partition - if not you can burn it to flash stick when needed from Dell DIagnostics downoad.
You already know you don't want to save the Recovery partition. The illustrated tutorial will show you how to delete all partitions during reinstall. Just follow the steps to get it perfect.
