I would try downloading the HDD drives from the HDD manufacture site, put them on a usb and then select the option to load HDD drives.

According to Microsoft, the drive should install automatically without the need for any other software.

Windows 7 Compatibility for Seagate Barracuda 7200.12 SATA 3Gb/s 500GB Internal Hard Drive: Seagate. Drivers, Updates, Downloads

Has the drive been initialized correctly?

    Does it show up in:
    1. Disk Management
    2. Computer
    3. Device Manager
    4. BIOS
Have you checked the SATA and power cables are connected correctly?

Where did you get Win7? Did you burn the DVD yourself? If so confirm ISO and burn another DVD using ImgBurn at 4x speed.
