Press any key and it will boot from the DVD. Use that to install Windows 7 to your C: drive, formatting the C: drive first using setup if you don't have any important data on it.

If you can't get into Windows, then you need to be able to boot from the Windows 7 DVD in order to fix this. Because the tools to fix it are on the DVD. (Startup Repair)

Go into the BIOS and select the DVD-ROM as the first boot device. Also make sure USB keyboard support is enabled in the BIOS. Because if you press a key and it doesn't work, something is wrong.
