Hi, i have windows 7 64 bit installed on my pc. I was wondering if it is possabe to install windows XP on a USB drive (NOT SETUP, THE ACTUAL OS) so i can plug it into any computer to boot it up. (Drivers don't matter)

Windows 7 Ultimate 64 bit willl allow you to install XP Mode (Virtual PC) to run xp programs (that are not fully compatible with Windows 7). Here's the link to its setup and installation. Download Windows XP Mode

Actually, from my experience, if a game is old enough to only run on XP, it will run fine in a VM, especially if you use one of the apps with 3D support.

I believe VMWare offers it, and I know it is an option to enable in VirtualBox.
The problem with many of those older games is that they use 16 bit installers. It isn't really related to th 3D portion. Once you virtualize XP, you can install the games and run them without issue.
