I am currently successfully dual booting Vista and Win7 RC 7100. My question is in anticipation of dual booting the final version of Win7 when it comes out, and Vista. Because the Win7 boot file is different from the boot file of previous versions of windows, is it STILL MANDATORY to install the OLDER version of windows FIRST (VISTA) and then Windows7?

no, it's not mandatory to install in any order these days because nice tools exist to fix the boot manager in any way you like.
btw, Windows Vista or 7 does not use boot.ini. boot.ini is from pre-Vista days
Assuming you want to keep the vista, and dual boot with RTM you could either do an upgrade to the win 7 (not recommended) or a clean win 7 install with using bcdedit to edit the boot loader and menu. This assumes you purchased a full reatil version of win 7 and not the "upgrade" version
