Try wiping the HD with Clean Command shown in Disk - Clean and Clean All with Diskpart Command accessing DISKPART : At PC Startup.

Where did you get the WIn7 installer? Did you burn the DVD yourself?

At exactly what step does install fail and what is the exact error message? Clean Install Windows 7

If necessary enter Device Manager during install to see if any devices are in error, uninstall them to see if install will complete: Device Manager - Access During Windows 7 Installation

See if there is a newer BIOS update. If not reset BIOS to defaults.

What is the current SATA controller setting? Try AHCI first, then IDE mode.

Next try entering Device Manager during final phase to disable any devices which are in error to see if installation will complete, then enable and update driver from desktop: Device Manager - Access During Windows 7 Installation

Remove all but 2gb RAM to try install. Swap your RAM sticks checking for debris in slots. Test your RAM - Test with Memtest86+ for 6-7 passes

Next test your HD with maker's HD Diagnostic extended CD scan, followed by Disk Check
run from installer's Command Line accessed by pressing Shift + F10 at first screen. Use installer to create a full disk partition to run Disk Check.
