Yep, if you move a user folder or user profile to another drive, then that drive will be included in any system image (or must be if using 3rd party image program) since that drive will now be considered to be system drive by Windows and necessary for Windows to be able to run properly.
It's much better to include folders from different locations into a library instead since those locations will not be included in a system image unless the folders are on a system drive.
You could install programs to different locations if they give you the option during their installation, but if you do not include the location in system image backup, then the program will not work if you restore the image in the future.
