Windows USB/DVD Download Tool fails to install

Any attempt to download and install this tool results in " This file does not have a program associated with it for performing this action. Please install a program or, if one is installed, create an association in the Default Programs control panel."

I do not get this error with any other program I attempt to run, or download and install. I need to create a bootable usb drive or dvd to do a upgrade repair of my 7 installation. My original windows 7 DVD does not contain SP1. I have downloaded the SP1 iso and just need this too to work.

    Thank you

Write the latest official ISO with SP1 to stick using Universal USB Installer with Win7 in dropdown menu, or to burn DVD use ImgBurn at 4x speed.

    Steve -

Thank you for the reply. I can find nothing in the troubleshooting that even comes close to my problem. When I first start the program, instead of getting a window or dialogue box asking for the source file and path, I siimply get the error that says it can't find the file. At no point do I get asked to input anything or provide the path or name of the iso file. I also do not get any request for additional installs. Lastly, if I understand what is supposed to happen, the program should appear in my Programs list and it does not. I would prefer to be badly embarrassed and have you point out the obvious step I have missed, since I can't find it. The only thing I see where I have not followed the steps in your link is that I did not purchase the file. I can't find anyway to do that in Microsoft Store.

My entire objective in this is to create a bootable windows 7 sp1 installation disk so I can do an upgrade/repair of my installation. I can't use my original DVD since my installations has already been patched to SP1.
