Yes, it does, on both counts. It correctly identifies the AMD/ATI Radeon 6310 and installs the most current driver.
However, neither the current AMD Catalyst interface nor Windows control panel have as many functions (brightness control, screen resolution, etc.) as they did under the OEM version of windows. I have to assume Toshiba made some tweaks, although I did swap it once for the AMD and back again for comparison, to see which I liked better.
I find it odd that when I uninstalled the Toshiba 6310 driver and installed the AMD 6310, some things that were common are not present now.
I am going to try the Toshiba now to check if maybe when I swapped drivers on the OEM windows, some Toshiba features did not uninstall and were residual when installing the AMD, leading me to believe that the two were close in nature.
