Work through these steps for Troubleshooting Windows 7 Failure to Boot which lead up to an in-place Repair Install as a last resort before Clean Reinstalling. There is no way to reinstall the OS without reinstalling needed programs, too.
What have you tried as far as fixing the problem? Have you tried doing a Startup Repair?
You can do a parallel install: Windows 7 Home Premium parallel install
