Welcome to the Seven Forums!
Could you please add some system specs to your profile? Just lettings us know that you have 7 HP 64 doesn't help us finding an answer that much. Do you get any error message (saying other than just Windows Could not complete installation)?

You're also telling us that you're doing a clean re-install of Windows; I assume Windows has worked properly before? If so, which version? And what's the reason you're attempting a re-install? Hardware issue? Slow performance?

Best Regards
Daniel

Try wiping the HD first of all boot code with Diskpart Clean Command
from the booted installer accessing DISKPART At PC Startup.

Where did you get Windows 7? Did you burn the DVD yourself?

Installation gone south.

I've run into this problem a couple of times doing installs. Usually the problem is with the installation CD or a bad burn. Try burning another copy of your install CD or if you only have the one disc, you can try cleaning it. Just make sure you use a soft 100% cotton shirt or something similar or you won't get anywhere. Also if there are any really bad scratches, you no longer have an installation CD, it is now a coaster.

As a side note... DVD/CD burner drivers are aging now and do occasionally go bad. Try using a different burner if available or setting the burn speed to slowest possible (4x works good).

Best of luck.
