Welcome aboard, Jordania

Are you trying to reinstall windows ? If you format the HDD, bootmgr is must to miss. So before suggesting, we need to know exactly what you are doing .

Hello jordania, welcome to Seven Forums!

Have a look through the information in this tutorial at the link below for some additional ideas and be sure to post back with any further questions you may have and to keep us informed.

Clean Install : Factory COA Activation Key
If you want to do a clean install anyway, this may be a better process, after you have copied out or made back-ups of the data you need to save to external media and want to do a complete wipe secure erase of the entire Hard Disk Drive / Solid State Drive, have a look at Step One of the Optimize tutorial below then boot the Windows installation media to start the Windows 7 clean install process.

There should be more than two CD's for Toshiba Recovery. Possibly two DVD"s, but it would be more like 5 or more CD's if that's what you're using.

Did you burn the disks from the Toshiba Recovery disk creating program? Did you complete all of the steps supplying all the disks it required?

If so then it should prompt when to change from one disk to another. Are you getting this prompt?

If this fails you can try running Toshiba Recovery from its partition on the HD, using one of the methods given here: Toshiba HDD Recovery Utility

If this fails then you can Clean Reinstall - Factory OEM Windows 7 to get a superior install without the factory bloatware. Everything you need is in the link.
