Do ALL folders from C get moved into windows.old?

Quick question: Do ALL folders from C get moved into windows.old OR just system folders (i.e. documents and settings, programdata etc)?

If I understand correctly, all the folders on the C are moved into windows.old, but I'd like to confirm 100% :-)

I couldn't find a clear answer on this via google or microsoft's site. Thank you!
