Are you following the steps in the tutorial?

It says quite clearly to install all of your Important and Optional Windows Updates after enabling Automatically get recommended drivers and updates for your hardware.

Then if any devices are missing in Device Manager import them from the Toshiba Support Downloads webpage for your model.

Didn't the netbook come with Starter installed on it? Check now on the COA sticker on bottom of laptop.

Did you install Win7 Home Premium? Double check now at Control Panel>System.

Are you inputting the Product Key correctly. Check it again with a magnifying glass to verify the digits, then double check once you input it. 90% of the time a digit is incorrectly entered.

I gave you the steps earlier to download and unlock all versions of Win7 so you can install Starter version.

There may also be a Recovery partition on the netbook which you can run now to reinstall Starter follow the steps here for Using Toshiba HDD Recovery Utility from the recovery partition..

Then you'll need to go back to posts 16 and 18 to correctly unlock the ei.cfg to reinstall, making sure you get a menu to choose Starter version this time. If you're using flash stick you can also browse into Sources folder to delete ei.cfg manually.

Or try running Factory Recovery following the steps from the link I provided above.
