wrong language upon installing Win 7

One of my alumni mailed me a question.
I don't have the answer. So I am asking the experts here....
His son lives in Turkey. He bought a new Win 7 Home premium computer. Upon installing, he entered Turkey to question of where he resides.
Presto, the display language is in Turkish. He does not know Turkish.
He needs to know how to change default language back to English.
Can he re-install and enter place of residency as US ?
Does he have to buy an Ultimate license and then install language pack ?

    Thank you.

If this is a major PC brand it always includes a full factory warranty and Tech SUpport for a year minimum. If he needs to call, chat or email them to help reset the language he should do so.

If it initially offered English as a language in that regional version then, yes, a reinstall should offer it again. Was he provided with Reinstallation or Recovery media? If not I would have him make the media as a backup and then run Factory Recovery from its partition, or Reinstallation media.

    Thank you.

I don't have all the facts from my alumni.
I'll forward your answer to him.

I edited to include chat and email as methods that may work better where he is to contact Tech Support.
