Hello Nick, and welcome to Seven Forums.
You might see if this may be able to help. :)
Documentation
The backup for running is the Recovery Disks set which you can try making now as described in http://support.dell.com/support/topi...&isLegacy=true.
If neither will work you can try to repair the hotlink which boots Dell Recovery Partition - restoring F8 link,
If this fails get the superior Clean Reinstall - Factory OEM Windows 7 since Dell would only send you a Reinstallation DVD which is provided in Step 1 of the tutorial.

here are links to the digital river windows 7 iso files. keep in mind you need a iso burner and dvds
and you will need a windows 7 valid product key

No need to type it all out since all of that is in Clean Reinstall - Factory OEM Windows 7.
This is the top site on the web for this specialty for three years.
i know this
a disk is $1
not that hard to get a disk and do a clean install
i would reccomend it more than doing it from a recovery partition
i have used the links above many times
i like to wipe my data a lot
We always try to give the User all of their options since they paid for them with the PC.
I guess if I had my way I'd only offer Clean Reinstall as an option, knowing how it sets Win7 free to be its true featherlight, instantaneous native self.
But we have such a wide range of User experience level here it might scare half of them away.
true.
I think you are right
i personally never use recovery partitons
but the general public pays for things to make things easier
i get it, i would agree
