    Unable to install Windows 7, Services startup loop


    I work on computers for extra income so I've installed operating systems numerous times but this one has me stuck. I received a Dell 700m netbook that need a clean install done, I was in the middle of installing Windows 7 when the power cord came loose causing the laptop to shut off without completing the install. Since then when booting from the hard drive I get a "windows failed to install" error message, when booting from the disk to try a fresh install I get to "starting services" screen at which point the laptop restarts.
    I've ran diagnostics on it, everything passed. Tried using repair disk, ran 3 times got nothing. Went to advanced startup and tried using cmd prompt but was given an error message. Any advice would be appreciated.

    Wipe the HD with Diskpart Clean Command.

    Then Clean Reinstall - Factory OEM Windows 7 following tutorial steps to get it perfect.

    If this fails use the latest official installer in Step 1 of tutorial.

    I can't get into windows to be able to go to start menu at all, when trying to get to disk part from advanced start up repair the cmd prompt window does not allow me to use it.

    Unplug all other HD's and peripherals,

    Boot into BIOS setup to enable Legacy BIOS if present. Next check BIOS Boot order for an EFI Boot Disk and if present remove it, set DVD drive first to boot, HD second. Then set SATA controller to AHCI. Save changes and Exit.

    Then boot into installer DVD or flash stick burned or written using tool and latest ISO for your licensed OS version here.

    At first installer screen Press Shift + F10 to open a Command Box, type:

    DISKPART
    LIST DISK
    SELECT DISK 0 (after confirming Windows 7 target HD #)
    CLEAN
    CREATE PARTITION PRIMARY SIZE=102400 (for 100gb partition, adjust as desired)
    FORMAT FS=NTFS LABEL="WINDOWS 7"
    ACTIVE
    EXIT
    EXIT

    Next click Install Now, then Custom install to Clean Install Windows 7 to the partition you created. If it fails then report back at which step and the verbatim error message.

    In addition read over these steps to understand the tools and methods which work best to get and maintain a perfect Clean Reinstall - Factory OEM Windows 7.

    Did everything, booted from disk, pressed any key to continue at which point it said loading windows. Right after that it went immediately into starting windows then came up with blue screen saying "A problem has been detected and windows has been shut down to prevent damage to your computer"
    I know the disk is fine because I just installed windows 7 tonight on a friend's laptop so what the heck am I missing here?? Thanks for the patience!

    It doesn't sound like the disk is booting. Are you prompted to Press Any Key?

    Move the HD to another PC to wipe it, then move it back so installer will autostart for install.
