I tried the Wifi driver found here(supposedly for my model + Windows 7) Model Content Page
Burned it to a cd, inserted the cd into the Toshiba and ran it as administrator. It asks if I want to allow it to make changes, I click Yes, then it closes and nothing else happens. It's my understanding that if I can get the internet working, I should be able to use a Windows update feature to automatically download the rest of the drivers, following the tutorial that was provided.
The part # is PSKG2U-028005. Would it be a smart move to give Toshiba a call and ask them for advice? I know I'm probably making this way more complicated than it needs to be and I admit this is way beyond my skill level I'm at the point of giving up but the closest computer repair shop is about a 40 minute drive away. Thank you all for being so patient and kind! If this forum accepts donations, I would love to give something back (I couldn't find a donation link, but I've proven that I'm not exactly Captain Obvious).

Try unzipping the files first on the download PC, then copy them to a CD or flash stick, run the .exe file as Admin once you plug it into target PC..

Okay, I think it's time to officially give up. The Ethernet driver is installed on the new laptop but it's not recognizing the Ethernet cable plugged into it. My desktop PC took a dump yesterday so I'm unable to work now(I work from home). I'm going to take the laptop into the shop today and hope they don't rip me off.
Thank you all so much for your help and I'm sorry I couldn't figure it out. I really appreciate the time and effort you all spent trying to help me!

No, but I'm making a trip to the city this afternoon so I'll stop by WalMart and get one. I do remember having issues with the Ethernet on my PC so it wouldn't surprise me if something was wrong with it.
I was going to drop the laptop off at the computer shop but I spoke to the owner by phone and he says there's only about a 50/50 chance that he'll be able to get the drivers going. If the new Ethernet cable doesn't make a difference, I'll probably just go back to Windows 8 thank you for the suggestion!

How about trying the wireless driver? Its on the same download page.

If you didn't have the ethernet cable plugged in during reinstall then chances are it would have loaded the driver if it was connected. So maybe it's worth it to run Reinstall again. This time follow the steps in Clean Reinstall - Factory OEM Windows 7.

Maybe it would not hurt to have a good look at the modem either Camx I mean the machine can only pick up something if there is something to pick up.

Which begs the question do other machines work off this modem?

Well, I don't think the ethernet cable was the problem. Reinstalled Windows 7 last night with the new cable plugged in and it's still missing the driver. The modem seems to be working fine so I'm going to reinstall the driver that was posted earlier and try it again.
I'm looking at this page Model Content Page
and the only Wifi driver I'm finding is this one- TOSHIBA Application & Drivers Patch(v1.00.00; 10-22-2012; 2.93M) which I have already tried. But I'm going to try that one again too, who knows, maybe I'll get lucky the second time!
I looked up the Toshiba downloads page for a similar model to my laptop and they have a few other WiFi and WAN drivers available. Could it hurt to try a few of them out? I don't want to mess my laptop up anymore than it already is. I'm going to give it one more day before I go back to Windows 8 because I rely on Photoshop to do image editing work and from what I can gather, there are still some issues with PS CS5 and Windows 8.

    Thank you all again!
