@Mufasil

Lets wipe the hard drive and start from scratch . Put in the cd or USB drive into the computer . On the Dell Splash screen press F12 and choose the device optical drive or USB device . Press enter when you see the screen that says Press any key to boot from cd or DVD…( image below )

When you get to this screen ( image below )

Press Shift and F10 . You will get a command prompt window . It should open up to X:\Sources . In there input these commands and press enter after each line .
Code:
DISKPART
LIST DISK
SELECT DISK 0
CLEAN
CREATE PRIMARY PARTITION
SELECT PARTITION 1
ACTIVE
FORMAT FS=NTFS LABEL="Windows" QUICK
ASSIGN LETTER=C
 EXIT
 EXIT
Back on the image above press Install Now . Check the I accept the license terms box and click on Next. Click on the Custom (advanced) option. Then choose
Disk 0 Partition 1: Window (C:\) and click Next

Note   Note
When it reboots don't press any keys it will continue on its own

Hold on. Perhaps we should at least try to fix Windows 7 before reinstalling it?

First reboot and tap the Dell F12 key to run Hardware diagnostics. It will test your hardware so you'll know if it is the problem. Dell Diagnostics Utility - How to Run the

If not, reboot into the Windows 7 DVD or (if you have it) System Repair Disk. The Windows 7 DVD for your licensed version can be found in Step 6 of Troubleshooting Windows 7 Failure to Start, along with the tool to burn it to DVD or write it to bootable flash stick.

Reboot and again tap the F12 key to select DVD or flash stick to boot, boot into System Recovery Options to
run Startup Repair repeatedly. Report back what it finds.

If Windows 7 cannot be found of it won't discover the HD, reboot into BIOS setup using the Dell F1 or F2 key, make sure the HD is detected under Storage Devices. If not reinstall or replace it.

The Troubleshooting steps also provide everything that can be done to repair Windows 7, leading up to if necessary rescuiing your files to run Dell Windows 7 PC Restore or doing the superior Clean Reinstall - Factory OEM Windows 7
