    Well a refurbished PC should have the same license it shipped with. What's on the COA sticker attached to PC?

    You said the seller gave you a disk. What does it say on it? I asked you if it has a COA sticker.

    If a COA sticker is there then download the latest official installer for the licensed version to use from Clean Reinstall - Factory OEM Windows 7

    I have bought 3 different HP (off-lease) PC's from TigerDirect. They come with a COA Microsoft sticker & the MS install DVD for refurbed PC's

    Its a white disk that says Windows 7 Home Premium that says on the disk intended for distribution with a refurbished PC. I built the computer. It did not come with the computer

    I've never heard of that distribution, and I don't think there's any exception to having a COA sticker for any genuine copy of Win7 sold. I think you should ask MS Customer Service.

    Does it have a Product Key? There's no way to activate it without one. With the key then you can try one of the official Win7 installers for the version

    I just found out from the computer store that the harddrive did not have any power that is why It could not find it. Problem solved...

    I'm asking about matters about which I know nothing, but what about an SLP OEM license?

    I believe that the COA is still required, but that the Windows copy that goes with it is not activated using the license key on the sticker.
