That error usually comes from a 32-bit OS trying to create a 64-bit installation USB drive

Are you press F9 on the HP splash screen to boot off the USB drive ? Once you press F9 on the HP SPLASH screen choose USB device or removable disc and press <ENTER> .

Are you using a 32 bit Operating System to create the 64bit USB drive? If so use this workaround Get the bootsect file from C:\Boot off a windows 7 32-bit OS and paste it to this folder C:\Users\username\AppData\Local\Apps\Windows 7 USB DVD Download Tool and start the USB creation one more time
    i tried doing this.
but there is no such folder.
    here's what i saw...

than i selected load driver and saw this

I thought you said you were working with a 64 bit ISO in a 64 bit OS. You don't need that workaround in that case. You are correct to use a 64 bit OS if you have 4gb or more of installed RAM.

The "Bootmgr is Missing" error means that it isn't booting the flash stick installer but is trying to boot the HD instead.

You need to interrupt it by tapping the ESC or F9 key immediately after your press the Power button so it brings up the BIOS Boot Menu. Then select the Flash stick under USB, Removable or HD's.

If it's not there you'll need to rewrite it. I'd use UltraISO Software To Create Bootable USB Flash Drive
    which never fails.

Why are we on System Recovery ? I thought we are doing a clean installation . The steps you're referring to I was referring to do them inside Windows 7 32-bit OS in the desktop . The error message you got regarding the bootsect when you were using the tool is caused from using it on a 32 bit OS creating a 64 bit USB installation flash drive .

Sorry Greg didn't see your post while I was posting .

I understand your frustration . We will get it resolved for you . The computer you're using right now is it a 32-bit or a 64-bit . If its a Windows 7 or Vista operating System. Right click on Computer either from the Start Menu or on the Desktop and choose Properties . Under System section look for System Type. It will say either 64-bit Operating System or 32-bit Operating System.
