But that takes you to Amazon where you have to purchase one.
Why? You can use an install ISO and make a disc (for free) and access the repair console from that.

My Win 7 is an Asus oem starter version which I can't see on that site,

as I previously mentioned I have access to an identical laptop so can I make a recovery disk from that?
