My Labtop was still showing me 'shout down' without doing anything.

Hi everyone!

While installing updates of windows, I was told that I shouldn't have turned off my computer. However, I had to turn it off because I saw that while installation of updates is about 32%, and in the 3/3 stage, that my computer was still 'shout down' without proceeding restarting my compute to finish the updates.
I had to shout down it by clicking on the turn off' button in the keyboard because it took too long time without doing anything.
Although I have been told to not turn off my computer or plug off until the updates are installed, I had to turn off it.
So my questions are:
Why did this happen(my compute was still showing me 'shout down' without doing anything.
Why were the updates completed, although I have been told to not turn off the computer while updating installing. But I didn't do?
Finally: why is not there restart' button on the keyboard to restart the compute if necessary.

Just wait until the PC reboots and the Updates complete. If it takes more than a few hours then you can shut it down, if necessary run System Restore from System Recovery Options

Thank you so much indeed, but
I saw that the updates was completed after turning on my computer again, although I shout down my computer by clicking on 'shout down' button on the keyboard.

Finally: why is not there a 'restart' button on the keyboard to restart the compute if necessary because sometime the laptop is frozen.

Will my Toshiba Labtop run Windows 7?
It will NOT run Vista due to video drivers. My laptop has ATI Radeon 9000 video, and there is much discussion on the internet regarding Vista drivers, but, according to the manufacturer there will never be an Vista drivers for this chipset. I would really like to run W7 on this laptop though....
