From the Windows 7 License Agreement:

15. Upgrades. To use upgrade software, you must first be licenced for the software that is eligible for the upgrade. Upon upgrade, this agreement takes the place of the agreement for the software you upgraded from. After you upgrade, you may no longer use the software you upgraded from.

This has been debated at length on Technet. The only restriction is the EULA above. MS does not deactivate the underlying OS or track it's use other than to support it for use only in reinstalling the Upgraded OS. Make an image of finished job and reinstalls are a thing of the past, too.

But why would you want it for anything other than that anyway. The future arrives tomorrow, and it is the best yet.
