DirectX Installer Internal Failure Error, please advice

I've been having this issue for awhile now. Whenever I launch a Steam game such as DotA 2, it keeps installing DirectX for me. Usually takes about a minute before the windows goes away. To bypass this issue I just close the window and relaunch the game and viola! the game launches.

So I've just bought XCom: Enemy Unknown and I cannot launch the game for the life of me.

I've ran the VCRedist installer inside the XCom folder without issue, however the DirectX Installer stated that "An Internal system error occurred. Please refer to DXError.log and DirectX.log in your Windows folder to determine the problem" and the installation fails.

All I see in the DXError.log is this

Please help me I'm completely clueless as to what is happening to my computer.

Found the solution (probably only for future-readers): You have to switch-off your anti-vir and run the setup file as admin (right-click --> run as admin)
