Cannot Pass Language Setup Screen, Home Build, First Installation

I'm trying to install Windows 7 Professional on a computer that I just finished building. I inserted the disk and got past the black 'press any key to continue' and white bar screens, but now I'm at the language setup and neither my mouse or keyboard work. It's definitely not a problem with the mouse or keyboard, as they both work and I can get past the boot screen, but when I plug in the mouse no cursor appears nor can I scroll down with they keyboard. I've rebooted it several times, checked my parts, and everything seems to be fine.

Help as soon as possible, please.

    Try using a PS/2 keyboard.

Can you Tab to the various choices on the Install screen? Clean Install Windows 7

    Try another mouse and/or keyboard.

If you can Tab/Enter the choices up to this screen, you can access the on-screen keyboard from Ease of Access menu shown highlighted here:
