Hello Cristi, welcome to the Seven Forums.

See this tutorial for instructions on installing Windows 7 and how to obtain an official Windows 7 ISO image and burn it to a DVD or USB stick: Clean Install Windows 7.

If the DVD is empty there's nothing else to do than to burn another.

It's really this simple: to install Windows 7 you need a valid, working install media. If your system tells the DVD you have burned is empty, you have two options:
    1. Check the DVD on another PC or external DVD drive. If it works i.e. contains the Windows installation files, the culprit is your internal DVD drive and you need to use another DVD drive to install Windows
    2. If the DVD really is empty you need to burn Windows ISO image to another DVD or USB stick

Start fresh with another ISO burned to DVD with the tool in Steps 1 and 2 of Clean Reinstall - Factory OEM Windows 7, which will show you how to get and keep a perfect install.
