Did you have an OS on the PC before you tried to install one and if so which one? Does it still boot with the old OS? Did you try to make the DVD or USB stick again? It might have had an error the first time it was burned.

If this is a Windows 8 laptop, it requires disabling Secure Boot to install Win7, as shown in Downgrade Windows 8 to Windows 7.

If a Windows 8 laptop then you'll also have UEFI, which means you must follow the special steps in UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with - Windows 7 Forums and if using a USB flash stick for install need UEFI Bootable USB Flash Drive - Create in Windows

If you wish to leave Windows 8 on the drive to possibly re-enable it later, then before doing this go into Disk Mgmt and shrink C to make space to install Win7. Dual Boot Windows 7 and Windows 8 - Delete Windows 8 - Windows 8 Forums. Then after disabling Secure Boot in BIOS setup, boot into UEFI installer to create and format a partition in the shrink space, begin install.

If you don't want to leave Windows 8 on the drive then delete it and all other partitions during Steps 7 and 8 of Clean Install Windows 7, create and format New partitions as you wish.

Windows 8 will not start as long as Secure Boot is disabled, so if you want to Dual Boot Windows 8 you'd delete all partitions and reinstall it after Win7 following Dual Boot Installation - Windows 8 and Windows 7 or Vista - Windows 8 Forums.

Follow these same steps to install Windows 7 or 8 to UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with - Windows 7 Forums

You may need to clean the HD of all code first with Diskpart Clean Command then create your partitions during Clean Install Windows 7 Steps 7 and 8.

You may also need to format an Active partition using Step 2.2 of SSD - HDD Optimize for Windows Reinstallation.

If these all fail then post back the exact error message or failure and at what step in Clean Install Windows 7
