What product key do you have? (Windows 8 or 8.1)
If Windows 8 product key
Solved Activate retail Windows 8.1 with Windows 8 Product key.

I still didn't buy Windows 8.1. I'm hoping to buy it

No offense taken If I delete both System Reserved and Windows 7 (C drive) installed partitions, will the new partition created by Windows 8.1 setup be named as "C" or by another letter?

Yes, Windows names its primary drive as C: by default and the System Reserved Partition isn't named as it's inaccessible. You can change drive letters later in Disk Manager but it's recommended to leave it as default.
