windows 7 stuck on setup is starting

Hello and congratulations for this great forum..You guys have helped me a lot in the past..
Anyway I have a problem that drives me crazy..it's very common as I see..I've read almost every post regarding this problem..but I can't find a solution to my problem..

I have a sony vaio laptop that it has some problem starting up, was slow, etx so I formated it..but the format didn't complete and windows 7 reverted the changes..so I am stuck with a formatted and empty hard disk..tried to install windows with 3 different cds and one usb stick..it was reading only one of those discs that was a genuine win vista disc..the others was burned and there was no "press any key to load from cd" option..
I had some progress only with the usb stick that loaded but after language selection it stuck on setup is starting..

And sorry for this thread as I know that there are many threads here talking about this problem..pls I don't know what to do..thanks in advance!

Unplug all other HD's and peripherals,

Boot into BIOS setup, reset to defaults, save changes. If an EFI BIOS you'll need to decide if you want UEFI BIOS vs. Legacy BIOS. If UEFI follow these special steps for Install, otherwise enable Legacy BIOS or Compatibility Support Module to proceed with normal install:

Set DVD drive first to boot, HD second, set SATA controller to AHCI, Save changes and Exit.

Then boot into Windows 7 installer DVD or flash stick burned or written using tool and latest ISO for your licensed OS version here. I would use a fresh ISO written with tool in Step 2 as yours is in question.

At first installer screen Press Shift + F10, or enter System Recovery Options to open a Command Box, type:

    DISKPART
    LIST DISK
SELECT DISK 0 (after confirming Windows 7 target HD #)
    CLEAN
    CREATE PARTITION PRIMARY
    FORMAT FS=NTFS LABEL="WINDOWS 7"
    ACTIVE
    EXIT
    EXIT

Next click Install Now, then Custom install to Clean Install Windows 7 to the partition you created. If it fails then report back at which step and the verbatim error message.

In addition read over these steps to understand the tools and methods which work best to get and maintain a perfect Clean Reinstall - Factory OEM Windows 7. The steps are the same for retail.

After install you can adjust partition size or Create new partitions for data, etc. in Disk Mgmt. You are creating the partition here for the purpose of wiping the HD and marking Active which overcomes certain install failures.

    Thanks for your reply!
First of all I watched the entire video you sent me..I found out that the bios version in R0190Y3..in the upper line it says aptio utility and in the bottom line it says version 1.23.1109..I suppose I have a UEFI bios..it's simple and it doesn't have much options..I can't set sata controller to AHCI as you said..

Now I read the guide "UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with" and it's referring to windows 8 and x64 bit platforms..I want to install windows 7 in a x86 bit platform..so I don't know what to do..

I have also read write the commands with shift + f10 but it stuck at diskpart (first command) and can't write others..

If you want to install 32 bit you'll need to enter BIOS setup to enable Legacy Mode or CSM to turn off UEFI, then follow the steps I give above for a normal install without the added layer of UEFI crapware.

my screen when I enter bios pressing f2 is simple and hasn't got many options like usual bios screens..I don't know what to do..it only has 4 tabs: main, security, boot and exit..it's missing the advanced tab..pls you are my last hope..

Then you probably don't have a EFI BIOS. What made you think you do?

Because it's a bit difference of what I am used to..it's so simple the bios menu that I though it's something else..only vaio's bios is made this way..I also watched the video above and it was displaying an aptio utility screen version 4.XX and he said that it's a way to find out you have an efi boot..anyway..what should I do now??assuming I have a simple bios with no settings to change except the boot order and knowing that dvds and the usb stuck at some point..no matter what..win vista dvd for example start spinning from the beggining but in some point it stops and I have only the pointer in the screen..The commands I also type stuck..pls from your experience what can I do??is it a hardware problem like the hdd?

Follow all of the steps in Post #2 again to reset BIOS, set SATA controller to AHCI, check again for any EFI, Legacy Boot, or CSM settings.

Then try to enter System Recovery Options
in your Win7 installation media to see if you can access the Command line to complete the commands. If not make sure this is working by booting to Command Line in another PC. If not then create another installer from Clean Reinstall - Factory OEM Windows 7.

If you can't wipe the HD from CMD to create and format an Active partition to install, then use free Partition Wizard bootable CD.

Partition Wizard Create Partition - Video Help
How to Set Active/Inactive partition -Partition Wizard Video Help.

I reset bios..there is no option in bios for SATA and AHCI..can't run commands..

I also try from the beggining to enter recovery options but the pointer is stuck and displaying the waiting cursor..

I created the Partition Wizard bootable cd but laptop can't read it..

The laptop is not mine..it's my cousin's so I don't really know about problems it may had..I think there is a problem with the disc reader..it can't read anything except genuine cds..from usb everything runs ok but in some point it stucks..can't get past setup is starting..thanks a lot for your time and your replies..tell me if there is any other way to bring back to life the laptop..no matter what I have to do..
