Can't enter bios on HP P6000

It had a message that said hard drive failure imminent and should be replaced. I swapped it out with a old HD and am trying to install Windows 7 on it.

The problem is that I can't get to the bios. On start it says to press f10 to enter setup, but it doesn't do anything. When I disconnect the drive then it'll boot from CD if I press shift + f10 (still can't enter bios). And I just plug the HD back in. Now it's giving the following error when trying to install Windows:

Windows cannot be installed to this disk. This computer's hardware may not support booting to this disk. Ensure the disk's controller is enabled in the computer's BIOS menu.

I'm at a loss as to what to do.

You should not be hot plugging the HD, if you are. Plug it in before powering up.

Try resetting the CMOS using battery or jumper: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Change cables, ports, try another drive.
