It doesn't mention OEM but it does infer that it is with these words,
Note that you will need a Windows XP Home Edition Activation key that was Provided with Your Desktop or Laptop Computer To Use This Disc.
You can always message the seller on eBay to find out for sure, but I agree it looks like OEM by what description says. Remember that unlike Vista/Win7/Win8 it must be an OEM channel installer to reinstall Factory OEM XP.
