From reading the previous entries when restart is mentioned or "clicking on" is used , when referring to bios selection I think I see a problem.
If you will pardon another voice in the wilderness I think the way to do what you want is to start the computer, catch the boot screen with F12, insert your DVD in the drive, select the drive with the arrow keys (mouse is dead in bios),when optical drive highlights hit enter. If you restart for the DVD you are back at square one.

If this does help, a belated thankyou to the BareFootKid who sorted my questions a couple of years back.

Please go back to the top of the thread and be sure you've tried everything given. THis has always been solved before, and we've seen it hundreds if not thousands of times here.

What happens when you reset the BIOS to Defaults? Is there a newer BIOS version to upgrade to from the PC's Support Downloads webpage?

What happens when you try to boot a Win7 disk or bootable flash stick installer for the licensed version provided in the tutorial for Windows 7 USB-DVD Download Tool?

Then if the DVD will not boot or boot menu budge, what happens if you unplug the DVD drive and try flash stick install.

Finally what happens if you unplug the HDD and try booting the DVD, then if that fails, unplug DVD drive and try booting flash stick?

These have all been regular causes of this problem.,
