it is a Seagate HDD so I am using SeaTools.

It is from a bootable because yea.. don't have the OS installed.

Well i just finished the long test in SeaTools:

The log:

How did it fail the SHort DST and pass the long test?

Run the Long Test again to confirm its results.

Did you reset the BIOS to defaults?

If it passes try downloading a fresh ISO for your licensed version Win7 Home Premium x64 SP1 English Official ISO download burned to DVD to see if it makes a difference, or if necessary written to flash stick using Windows 7 USB-DVD Download Tool.

If you have less than 4gb RAM I'd use Win7 Home Premium x86 SP1 English Official ISO download.

Be sure to have the wireless driver in your backup so if it doesn't start up ready to connect you can install it to quickly enable Automatically deliver drivers via Windows Update (Step 3) then run all rounds of Important and Optional Windows Updates (except Bingware) with requested reboots, until there are no more offered when you go back to Check for Updates. Then import any drivers still missing in Device Manager from the HP Suppport Downloads webpage for your model.

Other tips here will assure you get and keep a perfect Clean Reinstall - Factory OEM Windows 7

well just tried to re-run the long test and it failed....
Does this mean the hdd is bad?

Yes it's actually good news since you can now do the best upgrade possible - to an SSD. You can get 120gb on Tiger Direct, Best Buy or New Egg for around $60.

Google a video for how to install on your model. Really easy.

Do a perfect Clean Reinstall from link in my sig pic below. You'll have lightning fast performance and 10 second boot time.
