OS loaded from USB successful but windows can't find my new HDD

Dell laptop n14 Int. Hard drive died because I punched on mousepad long time ago. So I replaced HDD with new one. I went to SetUp to check if it detects HDD I installed recently and it did. Awesome. Then pressed F12 and pressed on flash drive to load OS. Installation showed up like it should be, went into install but it can't find my HDD. I rescanned and it still can't find HDD. If BIOs were able to detect new HDD then why won't Windows find it too?

EDIT: I using different AC power adapter because I could not find right one that are for this laptop so warning came up like this "System will adjust the performance to match the power available. Please connect a Dell 65W AC adapter or greater for best system performance"

I followed a step from Windows 7 Installation Failure - Overcome

"At first installer screen Press Shift + F10, or enter System Recovery Options to open a Command Box, type:
DISKPART
LIST DISK
SELECT DISK 0 (after confirming Windows 7 target HD #)
CLEAN
CREATE PARTITION PRIMARY
FORMAT FS=NTFS LABEL="WINDOWS 7"
ACTIVE
EXIT
EXIT

So far, most of them are successful. Now it is formatting. 21% so far. Will update once it is completed.

EDIT: now 57%

Nope. Still won't detect new HDD in Windows 7 installation. WTF going on????

hers is bios:

BIOS Version: A01
Product Name: Inspiron N4112
CPU Type: Intel Core i5-2430M CPU 2.4 GHz
Fixed HDD: WDC WD5000BPKX-22HPJ-(S0) 500 GB (That is new HDD I installed)
SATA ODD: HL-DT-ST DVD+/- RW G-(S1) ATAPI

SATA Operation is AHCI

Just realized I plugged in 3.0 usb port. Now formatted and reinstalling ISO. Going for 2.0 usb port this time. Will update once it completed.

Confirmed! it is working now! I had to plug in 2.0 USb port and now it detected my new HDD and installing! Took me long enough to figure out.

Windows 7 Installation Failure - Overcome Step 5:

5. Boot the media by tapping the BIOS one-time boot menu key below for your PC brand. Select DVD or for flash stick choose USB, Removable or HD choices which might need to be expanded to choose your stick. Use a USB2 port since SP1 does not support USB3 drivers.
If you stick with these steps, tools and methods for Clean Reinstall - Factory OEM Windows 7 - especially for setting it up and maintaining it now that it's installed - then you will get and keep a perfect install as long as you do.
