What version of Windows 7? Is it 32 or 64 bit? What is the exact error message? How did you install Windows 7?
Please explain how did you install Win 7. IN DETAIL
it sounds like you did the install WRONG. YES< I said you did the install WRONG.
step by step how did you install Win 7 would help. so we can explain where you went wrong.
It is win 7 ultimate x64. I had my partitions alreay setup from my xp pro setup and I just formatted C: an installe a fresh install on drive C: from the dvd.
Error msg: Disk boot failure, insert system disk an press enter
Did you install Windows 7 in another partition, or did you install it over XP? I'm going to assume you put it in another partition, since you list XP as your OS in your system specs. Do you have any IDE drives in your computer? Have you reviewed the boot order in your BIOS? Has Windows 7 ever booted without the disc in the drive? How old is your installation? Does your motherboard manufacturer provide any Windows 7 drivers?

1. Insert my xp cd format my C: drive
2. Restart and insert my win7 dvd

Why did you install your XP CD? You can select, create, delete, and format partitions during the Windows 7 installation process - you select custom install, then drive options (advanced). You should reinstall Windows 7 using the correct procedure. Do not use your XP disc at all.
It's not clear what you have already done, can you look at this sticky thread Questions to use for help with Installation Issues and answer as many questions as you can. This will help us to understand what has been done previously.
