Stacked in loading screen while installing windows 7 from USB

Hello,I try to install windows7 prof 64-bit(format) from usb and it stacks at loading screen every time I boot from usb.I changed usb stick with the same windows7 ISO file and the same happens.
When I used windows7 before,I made something wrong with drivers and when I restarted from then doesn't load.It stacks at loading screen every time, with repair and normal launch it's the same. Some time at first showed a blue screen but with a way that I don't know it stopped.
I thought with format everything would be perfect but it stacks there. What can I do now?
I try linux Ubuntu 12.04 from a cd now.
Please help because I searched many hours and I didn't find anything,
    THANK YOU.

Do you have a UEFI BIOS? The way to tell is to boot the PC and tap the one-time BIOS Boot menu key, or boot into BIOS setup to look at Boot Priority Order. Are their UEFI devices offered to boot? If so write the Win7 ISO to stick using Option One of UEFI Bootable USB Flash Drive - Create in Windows

Download Win7 Professional x64 English Official ISO Download

For a Legacy (normal) BIOS then write to stick using Windows 7 USB/DVD Download Tool[2]=General%20Tips

Then follow these same steps for Clean Reinstall - Factory OEM Windows 7

If install fails work through the steps for Overcoming Windows 7 Installation Failures - Windows 7 Help Forums

I do not know much about pc so I don't understand many of these, for example UEFI BIOS and some other "words".
So I say again what I want.I have a USB with windows7 that I boot it and stacks at loading screen. So what do you think is the problem? If I find a CD with windows7 and boot it will the problem be solved?I saw this because I use linux Ubuntu now from a CD.
Help me please and thank you very much for your time!

did you try to boot in Safe Mode with Networking, Safe Mode with Command, Safe Mode?
if this didn't work then have you tried system restore?
if it still doesn't work press and hold down the '0' (number zero) and then power ON the laptop, do not let go of the '0' key, it should provide you with some options.
else you will have to goto BIOS and check the option for Legacy/UEFI

I asked very specific questions and gave very specific steps for how to find out the information requested or perform the steps, including illustrated tutorials in the blue links to click.

You made no attempt do these things and didn't even ask back questions to try to get the information requested or to perform the steps. So if you're not willing or able to make an effort to perform steps we give you then you need to take it to a shop.

Mayank Parmar: I tried to boot in safe mode with networking and with command and only safe mode and it loads until the same time,I don't remember what says at the time that stacks.Something like windows\system32\...I can't get where it says system restore, windows stack at loading screen.I will try this with the number zero.
Gregrocker: These days that I didn't write anything I was trying to understand these that you told and I tried as many as I understood(I think that I understood these steps correctly because I don't know many things about pc's so I respect your time). If you have any other idea please tell me,if not I thank you for your time! :)

Stefan, plug in the Win7 USB stick, reboot your Toshiba and tap the F12 key. A Boot Menu should appear.

Do you see any UEFI choices at all? Yes or No?

Do you see the USB stick listed, usually by its name which may be under USB, Removable or Hard drives - click on the + sign to expand one of those if its present.

Please reply to the questions if you see UEFI or EFI listed anywhere in the menu, and if you see the USB stick.

Since there are no UEFI choices we assume that this is not a UEFI System.

That PC ships with Home Premium x64 bit so why are you installing Professional when you only own a license for Home Premium? Do you have a retail Product Key or Anytime Upgrade key for Win7 Professional? Where did you get the disk?

    Answer every question please.
