We're talking about "suggestions" if typing something in IE11's addressbar. Correct?
Post screenshots of working suggestions and NOT working suggestions. So I know exactly what you mean.

Show me the IE11 settings on the problem account. Manage add-ons - Microsoft Windows then "search providers" . Click on google. Post screenshot.

Note the 4th line from the bottom - Search suggestions: disabled. It is not possible to enable this.
Problem does not exist in Test user.

I did note a number of difference in the registry 'Searchscopes' between the 2 users. ??

Can you enable "search suggestions" of Bing? Just as a test.

Can't enable Bing suggestions either - same problem!

Note there are only 5 entries for the working registry. There are 8 entries for the bad user.

DownloadRetries and DownloadUpdates are the extra ones. I have 7 on my machine. Only missing DownloadUpdates. I can't imagine this is the problem.
