Hello Acnologia!

What is the hard drive you've got, as in manufacturer, model, capacity? And what is your motherboard?
Have you set up your hard drive as AHCI, RAID or IDE? Make sure it's AHCI.
What is the boot order in BIOS?
This could be an incompatibility issue you're experiencing.

Please provide answers to these questions to understand the situation and help you better!

Your motherboard is a quite old model. As I can see you are running an AMD system.
The option in BIOS should either what you've written “SATA mode select” or “SATA port”. See under which one your drive is: AHCI, RAID or IDE. From there you should be able to change it to AHCI mode, if it's not.
Do you have another storage device (HDD or SSD or SHDD)?
First power down you PC, check if you have connected the drive correctly: one end of the SATA cable to the drive, and the other end to an available SATA port on your motherboard; then connect the drive to your power supply unit (PSU).
Then power on the PC, go into BIOS, set AHCI, see if that helps.

Best of luck!

Test the HD with Seagate Seatools bootable CD to confirm its condition.

Do you have UEFI boot choices when you access the BIOS boot menu?

Where did you get the Win7 disk you're attempting to boot? How is it burned?

Thought it was a new drive ?

It probably just has to be converted from GPT to MBR.

Change a GUID Partition Table Disk into a Master Boot Record Disk

Convert GPT Disk to MBR Disk

Moving Windows 7 disk or disk image to different hardware
With Server 2003 and Windows XP, you could do an "Inplace Reinstall" to move a disk or disk image to different hardware (if it wouldn't start because of a different "Hardware Abstration Layer") I just moved my Windows 7 drive from a Dell Precision 390 to a Dell Precision T3400 and it won't...
