Dell Dimension 5150 Hanging on Install

I was recently given a Dell Dimension 5150. I had Ubuntu 14.10 installed on it just to make sure everything would work, I already had the 14.10 USB ready to go. I now have tried to install both Windows 7 Ultimate x86 (from Digital River) and Windows Vista Ultimate x86 (also from Digital River) and they both load the Windows files but then hang on the install disk's background picture before the install options load.

Any ideas as to whats causing this?

Thanks,
hArLtRoN

EDIT: Before trying to install either Vista or 7, I loaded Parted Magic up off a CD and wiped the hard drive clean of any traces of Ubuntu and the GRUB boot loader.
