Not during install. Later on in Windows, yes then.

Use Acronis Disc Director Suite on manual mode.

    Welcome to Seven Forums.

Yes, you can create partitions during the installation or do it before the installation.

When you install the new HD and start the computer it will ask you to initialize and partition the new HD.
Better to partition before the Win7 installation.

Check this Seven Forums tutorial for partitioning before the install:

Partition or Volume - Create New

    Or during the install:

    Clean Installation with Windows 7

In step #7 click on the Drive Options (advanced) link. In step #8 click 'New'.

If you have any questions, reply here.

Are you planning on dual booting?

It is recommended to put the operating system on the first partition of the hard drive.

Mark the new partition that you are going to install the operating system on as Active before the installation.

Go to Disk Manager, start button type 'Disk Manager' in the search box, hit enter.

Right click the partition you are going to install the OS on, and click 'Mark the Partition as Active'.
