Cannot rename new Ext HDD, always called "Local Disk"

I am running Win 7 U x64 and as you can see from my attached image drive L is a 4TB WD Green external drive but no matter what i try to do i cannot rename it to something i want in this case it's "WD 4TB Ext PCW", I have shut down, rebooted, formated (which was a pain given i had just moved 3.4TB over), anyone seen this before i have looked on google and tried some stuff but nothing has worked so far.

Well i have just changed the USB3 cable, instead of using default WD one that came the the unit i put an old one in (1 meter long) and i was able to change it simply going via windows explorer properties.
