As long as you comply with the licensing requirements of only running the software on three machines I cannot imagine you having any issues from Microsoft, for making copies of the install media.
The only way to get a definitive answer would be to ask Microsoft themselves but I very much doubt that they will be knocking on your door as long as only the three licences are used
The way I look at the geographic issue is in these days of high usage of laptops, and the norm for users to have a dynamic IP from the ISP, if Microsoft did monitor use of the licence by IP monitoring, and I do not believe they do, the change of IP address would be attributable to the legitimate variation I state above.
A Family Pack is three licenses. What you choose to do with those three licenses is completely up to you, provided you follow the EULA. For example, if you tried using those licenses to install it on four computers....you'd be breaking the EULA. Microsoft doesn't give out a family tree, showing you who is eligible and who isn't.
I so wish I was paying closer attention when I was at Best Buy last week purchasing the Home Premium. For an additional $30 I would have 2 more licenses. Even though I only have one other PC here capable of seriously running Win 7 it would still be a good purchase. Recommend this idea to your friends. It might save them some dough.
