I recently built a pc
Specs
Amd fx 6300

msi 760gm-p34
gtx 960
4gb of corsair xms3

when i start the win 7 install it says loading win 7 files then it either
a - says windos has failed to start because of the winload.exe file with a status of 0xcc0000098
or b - loads win 7 files does the start up image the BSODs
I just want to get win 7 installed and play some pc games

Check for any loose connections inside the pc, the video card, the power supply cables, the hard drive cables, etc.

In general you can't take a Windows install from one pc and put it in another. If the mobo, cpu etc is almost exactly the same, you might just get away with it, but usually due to different hardware, drivers etc you get a BSOD. I believe there's a method called sysprep that does this, but you may get licence/activation issues.
