You probably ruined your install with a Registry Cleaner, and we see nothing but problems with Norton. What's more with System Restore you have no way to undo the damage.

So I'd suggest you do a Clean Reinstall Windows 7 sticking closely with the steps that have helped over 1.3 million get and keep a perfect install. Not one of them has returned with problems when they stick with only the recommended tools and methods that work best with Win7.

There is a step to rescue any files first.

Then once its installed and all set up perfectly, save a backup image as Rich suggests so you never need to reinstall again. But by all means have System Restore turned on and plenty of disk space apportioned to it, since it is your first line of defense.
