I'm surprised Windows install does not help with creating partition[s] and then formatting said partition[s]. We await the gurus.

Going on the reference to clean and list partition I am assuming you ran diskpart.
If this is the case then the clean command will erase all partitions on the disk and leave you with all unallocated space

If you are reinstalling windows then the installer will create a partition for you as part of the install process when you select the disk to be used

Work through the the steps to Troubleshoot Windows 7 Installation Failures - Windows 7 Help Forums.

If problems with disk continue then run the maker's HD Diagnostic extended CD scan, followed by a full Disk Check from the installer's Command line in System Recovery Options
