If the installation goes like that, to my 'old' experience, you may try to go the
Safe Mode, and install the Nvidia Forceware Driver and problem will be fixed.

since installation fails at "Completing Installation"...he won't be able to go to Safe Mode. Now there is a trick he can do...

1. Redo the installation until it gets to the point that it restarts to "COmpleting Installation"
2. Before it gets to such stage press F5(6,7,8 never can remember)
3. Boot to Safe Mode
4. It will start loading and eventually pop an error containing ("Windows cannot continue in safe mode...")
5. DON'T PRESS OKAY!!!!!Instead hit shift+F10 and type compmgmt...this will bring up the admin console...go to Device Manager
6. Disable your graphics card...and what over devices you suspect it to be
7. restart and see if setup can finish

Make sure the Bios that you have installed is specific to Win7 x64 version.
I discovered that the older xp/vista bios had some issues with win7 install.
XFX nForce 680i LT drivers are up to P08A level, you might check with you MB manufacturer for the latest bios updates (maybe even Alpha / Beta versions if you can get them).

You could downgrade your ram to 2gb during the install and then upgrade back to 4gb after the install is completed. I have read a number of install issues related to 4gb ram on install causing unexpected results and that using 2gb seems to solve it for the install.
